See https://bugs.launchpad.net/pbr/+bug/1533828 this seems to be related to a change in setuptools 19.2 as it didn't happen with setuptools 19.1
Installing pbr package during "python setup.py test" phase seems to cause odd side-effects like random python modules getting corrupted.
