Description

Seems that when running python setup.py build with Cython installed everything works fine. However, if Cython isn't installed (even if appropriate sources .c/.cpp are present), the argument extra_compile_args provided to Extension is ignored or lost.

Research direction

Start by reproducing the issue with python setup.py build, comparing builds with and without Cython when .c or .cpp sources are present. Trace how Extension handles extra_compile_args in each path, and consider the issue done when the argument is preserved in the no-Cython build.
