Description

Describe the solution you'd like

Research direction
Start at the develop entry point that generates script executable wrappers and inspect how setuptools currently handles them on Windows. Compare that path with distlib's wrapper-generation behavior and verify that develop uses distlib for the requested wrappers without changing other installation modes.
