Description

I'd expect the output to be the same with --dry-run just not actually copying/packaging?

Output for sdist
sdist.txt
sdist_dry_run.txt

Output for bdist_wheel also differs.
wheel_dry_run.txt
wheel.txt

Research direction

Start by reproducing the commands in the issue with both sdist and bdist_wheel, comparing the attached verbose outputs. Trace the setup.py dry-run paths and identify why their reported actions differ; done means dry-run output matches normal output apart from actions that copy or package files.
