Description

Hi,

The below code fails when a script contains Unicode symbols. io.open uses the encoding returned by locale.getpreferredencoding, which isn't always UTF-8. Is there a way to set the preferred encoding globally in the setup.py file to work around this?

Thanks!

Research direction

Start at setuptools/command/develop.py lines 186-187 and reproduce the failure with a script containing Unicode symbols. Trace how io.open selects its encoding during installation. Done means develop installation handles Unicode scripts successfully without depending on a non-UTF-8 locale.
