Research direction

Start by reading the issue references to pypa/pip#6908 and pypa/pip#4962 to understand the x32 userspace ABI problem and the proposed role for pypa/packaging. The issue does not name files or tests; progress requires agreeing on whether packaging should provide this detection and defining its scope and completion criteria.
