Notebook proposal
pm.gp.HSGP doesn't have a notebook yet, so this is similar in style to the existing GP reference examples.
Why should this notebook be added to pymc-examples?
The nb will show basic usage and also some more advanced models. There are some tricky things about the approximation to get right, so this should help people with that too.
