Description

We should refactor the code so that all modules that are optional have wrapper modules that can always be imported, but are empty (or contain stubs that just error out) if the dependencies are not installed.

Research direction

Start by locating the modules that currently import optional dependencies and documenting which imports fail when those dependencies are absent. Trace how callers use those modules before deciding the wrapper boundaries. Done means each optional module has an importable wrapper that is empty or provides stubs that error when the dependency is unavailable.
