Description
We should refactor the code so that all modules that are optional have wrapper modules that can always be imported, but are empty (or contain stubs that just error out) if the dependencies are not installed.

Research direction
Start by locating the modules that currently import optional dependencies and documenting which imports fail when those dependencies are absent.
