Description
Given that patsy is dropping support for Python 2.6 in the next release, it might be a good time to drop support for other old pieces of software, like Pandas < 0.9 (no Categorical). If you agree, I can do this.

The issue names no files, tests, or entry points. First identify where pandas version support is declared and exercised, then determine the compatibility changes needed for dropping pandas versions below 0.9; done means the old support is removed consistently.
