Description
It would be useful to be able to use that API safely available from wrapper code. It seems now that some extra effort would be needed to make it work, because sometimes it throws and sometimes it won't?

Research direction
Start by locating the existing warning-related API and wrapper behavior in pybind11, then determine how the API behaves in cases where it throws or does not. Define the safe wrapper’s expected behavior and add coverage showing that both cases are handled consistently.
