Description
This is just a feature suggestion, but I would like to venture into implementing it if people don't find it unreasonable.
[This list] of packages is kind of bare, so if you're looking for a specific kind of package (say, find packages about databases), it's hard to just browse through the packages. Plus there might be interesting goodies missing.
It would be neat to display the first line or two of each package's README on this page, so people can browse "casually".

Research direction
Start at the main package list and trace how package README content is available. Confirm how the first one or two README lines should be selected and rendered, then verify that descriptions appear for packages with README content and improve casual browsing as requested.
