purs --version raise error , probably installation issue

When I run purs --version I get an error

This is how I installed purescript

Also note I am running windows 10

Reproduce the failure on Windows 10 with the global npm install and inspect the generated purs.ps1 entry point and its invocation of purs.bin. Compare this with the working spago repl and spago test commands; done means purs --version runs successfully after installation.
