Description
Tidy is published as both a library and bin now. The vX.X.X tag is now used for tracking the library version, while bin-vX.X.X is used for tracking the published bin. These version are now independent and not necessarily synchronized as library changes may not affect the bin.

Research direction
Start by locating the version and tag resolution entry point in this GitHub Action. Check how vX.X.X and bin-vX.X.X are selected, then verify that library and bin versions can be tracked independently. Done means each tag format resolves the corresponding published component without assuming synchronized versions.
