Research direction

Start with the protoc JavaScript generated-code documentation linked in the issue and review how ES6 modules differ from the existing Closure and CommonJS outputs. Determine the scope and expected behavior for ES6 generation; done would require an agreed implementation or roadmap decision, with corresponding documentation or tests.
