Description

I've not completely nailed down what the exact issue is. But when the buffer has many lines that are longer than the width and wrap then the mouse scroll sometimes gets stuck. Using keyboard to move the cursor beyond the edges does work but mouse scroll just doesn't respond.

Research direction

Start by reproducing the issue with a Window using wrap_lines=True and a buffer containing many lines longer than the available width. Trace the mouse-scrolling behavior around wrapped lines and compare it with keyboard cursor movement; done means mouse scrolling responds consistently beyond the visible edges.
