Description

See prometheus/pushgateway#51 for a detailed example.

While originally, this was thought to be a responsibility of the text parser, it could also happen in the same way in the protobuf format. It has to be detected during decoding in any case.

Research direction

Start by reading the expfmt decoding paths and the detailed example in prometheus/pushgateway#51. Trace how both text and protobuf formats are decoded, then define coverage for duplicate buckets and quantiles; done means duplicates are detected consistently during decoding.
