Description
Add the ability to create a local Ray cluster (rather than in OpenShift via AW->MCAD->KubeRay). This will allow users to utilize the exact same SDK workflow/code locally as they would when actually submitting a request to an OpenShift cluster (makes bringing the workload from local to OpenShift easier). Only real change to user flow would be adding a "local" flag/arg to cluster config.

Research direction
Start by reviewing the cluster configuration and the existing OpenShift submission flow through AW, MCAD, and KubeRay. Determine where the local option belongs and verify that enabling it preserves the same SDK workflow and request behavior. Done means users can select a local cluster with a flag or argument and use the workflow locally.
