Description

Add the ability to create a local Ray cluster (rather than in OpenShift via AW->MCAD->KubeRay). This will allow users to utilize the exact same SDK workflow/code locally as they would when actually submitting a request to an OpenShift cluster (makes bringing the workload from local to OpenShift easier). Only real change to user flow would be adding a "local" flag/arg to cluster config.
