Summary Title:
TC-CADMIN-1.28 script step numbering diverges due to collation. Lack of logging for evidence.
Description:
Similar to https://github.com/project-chip/matter-test-scripts/issues/696 where script step 2 collates test plan steps 4 - 8 with nothing logged except for the step header. Script then continues step numbering from this so script steps 3 - 4 represent later steps. These final script test steps do not directly map correctly to the test plan steps.
