Description
This is a test of the initiator (commissioner) and thus needs and implementation in the simulated app, which is different than the implementation for TC-SC-2.3. Some of the code can likely be shared, but the code paths will be different.
Suggest putting this off for now until we start looking more wholistically at client / commissioner tests and their automation.
