Description

remove the last two steps - they don't make sense and haven't been tested in any test event. As far as I know we don't have any events that are fabric sensitive and able to be triggered on a single fabric. If that ends up happening in a particular cluster, that cluster should implement the checks required to ensure that the fabric sensitive events are emitted only to the proper fabrics as required.
