Можно замкнуть это на существующего бота (Glandula Aciniformes), либо сделать отдельного бота чисто пушей Дубинушки. По сути надо прописать в бэк дергание ТГ бота в момент коммента. Но мб это архитектурно некорректно и такую логику стоит выносить в какой-нибудь airflow — хз
