Description
POST /user/{id}/reject
Юзер закрыл модалку крестиком.
Тело: нет.
Что делает: увеличивает rejected_count в записи показа. Если записи нет — создаёт.
После второго отказа модалка перестаёт показываться. Между первым и вторым она вернётся через frequency заходов — то есть закрывший увидит её ещё один раз.
Ошибки: 404, 403
