Description
Most (almost all) mobile IDEs / coding apps have a draggable caret, which provides easier and more precise text navigation for users. It's present on both android and iOS, and it's a very handy feature. Below is one of the studied references, but there's no design proposal so far or even clear directions to make this component.

Research direction
The issue does not name files, tests, or an entry point, and provides no design proposal. Start by locating the mobile textarea/editor UI and reviewing the linked reference image and existing behavior on Android and iOS. Done means a documented and agreed design plus a draggable caret that enables precise text navigation on both platforms.
