regolith: set default display for each workspace

Description
When using multiple laptops with an external screen without KVM hardware to keep the monitor signal, regolith will move all workspaces to the laptop screen if the monitor is switched to the other laptop.
Options:
- buy a monitor with KVM hardware (or a KVM - expensive)
- configure regolith to save and restore the window layout (earlier versions of regolith did this)
- configure regolith 3 to place workspaces on specific monitors
- migrate to Wayland, either with regolith sway (Nvidia not supported) or Hyprland (workspaces seem to stay where they are but Hyprland has many breaking changes)
