现在发短信需要内网穿透再用rest api，如果能直接用TG Bot（或者其他方式）发短信那坠吼不过了

把app/src/main/kotlin/cn/ppps/forwarder/server里的具体逻辑抽离，然后做分开的两个前端，一个是restful api server，一个是tg long polling拿到信息以后调用相关逻辑

最近在找工作，如果过段时间有空我愿意尝试实现一下交PR
