Description
The code has a shorthand for managing extra databases within the shared database instance. This is a pretty odd feature, and resources like this should be managed instead as custom-steps.
We need to migrate the existing uses of this, and once we've done so can remove this feature from the codebase.

Research direction
Start by searching the codebase for extraDbs and postgres_config, then read docs/cli/custom-steps.md to understand the replacement approach. Migrate each existing use to custom steps, verify those uses still manage the required databases, and remove the extraDbs feature from the codebase.
