Description

The Variables pane has two toolbars:

It isn't clear to me why some controls are in vs. the other, and it does seem strange to have the UI choosing which session to show below the UI components for sorting within that session.

I'd like to advocate for having only one toolbar here, even if that makes the secondary side bar disappear at larger widths.

Research direction

Start with the Variables pane and inspect how its two toolbars divide session selection from within-session sorting controls. Define a single-toolbar arrangement that makes the control hierarchy clear, including the behavior at larger widths where the secondary sidebar may disappear.
