Description
I suspect this is going to be a tough thing to solve entirely but I'm logging now so we can look for incremental ways to improve the situation. The UX of moving around panes is a bit weird right now in that it is hard to predict what can/can’t be dragged to specific places in different components (i.e. Simple Browser can’t go to secondary sidebar). You basically have to blindly drag stuff around to see what works.

Research direction
Start by reviewing the pane component drag-and-drop behavior and the placement rules described in the issue, including Simple Browser and the secondary sidebar. Done means users can predict which destinations are valid without blind dragging, with incremental UX improvements verified in the affected UI.
