Description
Clicking on a header in the TOC navigates to the right section, but doesn't append the id to the URL. This makes it hard to share the "navigated to" link without additionally clicking on the anchor next to the header in the body.

Research direction
Start by reproducing the issue on a page with a table of contents and inspect how TOC headings navigate to their sections. Done means clicking a TOC heading both moves to the correct section and appends that section's id as a URL fragment, so the resulting link can be shared.
