Also, the problem is not permanent. That is, sometimes it does not appear.

Start with the workflow steps using actions/checkout@v3, actions/setup-node@v3, and pnpm/action-setup@v2.2.2 on the self-hosted ARM64 runner. Reproduce the intermittent failure and inspect the action's uv_cwd error path; done means pnpm setup completes reliably without ENOENT.
