Research direction

Start by reading the requested lockfile-based behavior and the linked Vercel run-user-scripts.ts implementation, then review the related pnpm/action-setup issues for context. Done means the action can infer and install a compatible pnpm version without the user specifying version, with the expected behavior covered by tests.
