SetListAutoRecordDeclaration is not working

Good evening,

When setting a list to declare records automatically:

spList.SetListAutoRecordDeclaration(true);

I am getting an unauthorized access exception

at Microsoft.SharePoint.Client.ClientContextExtensions.ExecuteQueryRetry(ClientRuntimeContext clientContext, Int32 retryCount, String userAgent)

Just to add that this same code has been working fine for a while, so i am guessing this is some update being rolled out to some sharepoint tenants (as i discovered a couple of tenants without this issue)

Start at RecordsManagementExtensions.SetListAutoRecordDeclaration and reproduce the unauthorized access exception with the SharePoint list operation shown in the report. Compare behavior across tenants where the same call succeeds and fails, then identify the authorization or service change involved. Done means the cause is confirmed and the operation works or its supported requirements are clearly established.
