Description
With the recent release of Red Hat Enterprise Linux (RHEL) 10, it will be necessary to add builders to support that release.
Note: Given typical timelines for attaining FIPS-certification and DISA-approved hardening guidelines (STIGs), this likely won't need to be completed until at least May of 2026

Research direction
The issue does not name files, tests, or an entry point. Start by locating the existing Azure builders and their RHEL release definitions, then determine how BYOS is represented for other releases. Done means an Azure builder supports RHEL 10 BYOS while following the repository's existing builder patterns.
