Description
https://codepen.io/chaosink/pen/abXXJEm
The issue happens only when there is a scroll bar. (The preview area in CodePen can be stretched to control the appearance of the scroll bar.)
It's interesting that by setting the height in layout or CSS, the issue is gone.

Research direction
Start by reproducing the layout in the linked CodePen example and compare it with the reported image, including cases with and without a scrollbar. Trace the affected outer and inner div rendering in the Plotly.js frontend and confirm the fix by verifying that the outer border remains intact when scrolling is present.
