Description
Building off of the work in this PR, the layout.title.xshift and layout.title.yshift parameters should be included to support pixel-based positioning for a title component. These parameters should provide the number of pixels to move the title relative to where it otherwise would have been.

Research direction
Start by reviewing the related work in PR #6428, then locate the existing layout.title positioning path and its tests. Add support for layout.title.xshift and layout.title.yshift as pixel offsets from the title's normal position, and verify both parameters behave as described.
