Description

When viewing a dash app, scrollZoom=False works as intended for desktop devices, but does not work for mobile devices. This has been confirmed as a bug.

Inspect the mobile interaction path for the scrollZoom setting and add a regression test if the relevant test location can be identified. Done means scrollZoom=False prevents zooming on mobile as it already does on desktop.
