Description

A new hover mode variant that would cause hoverlabels to follow the mouse rather than be pinned to a specific location on the plot. e.g. https://echarts.baidu.com/echarts2/doc/example/bar1.html#-en or https://www.fusioncharts.com/ (scroll down for demo)

Research direction

The issue names no files, tests, or entry points. Start by reviewing the existing hoverlabel behavior and the linked ECharts and FusionCharts examples. Done means hoverlabels can follow the mouse rather than remain pinned to a plot location, with the behavior verified in the relevant chart interactions.
