Description
Right now, the text "Loading..." appears before React gets instantiated, as it is in the HTML index string here: https://github.com/plotly/dash/blob/05545461214e43707e7d4e36485935dc166be987/dash/dash.py#L61 - because we now have a different way of handling loading with the new Loading component and loading states, we should also implement a better way of handling initial loading. We could add a default spinner instead of the text "Loading...", for example. We can still keep the _dash-loading div around for users that use their own CSS spinners.

Research direction
Start in dash/dash.py at the HTML index string around line 61, and inspect how the _dash-loading div and the newer Loading component are handled. Replace the initial text presentation with a default spinner while retaining the div for users’ custom CSS spinners; done means the initial page shows the improved loading state before React starts.
