Description
Add a default background manager using diskcache, would write to ~/.cache/dash/${hash_of_app_directory}/ on linux or the appdata folder on windows.
This would allow to use @callback(..., background=True) without having to setup anything.

Research direction
Start at the callback path for background=True and inspect how a background manager is currently configured. Check the requested diskcache integration and platform-specific cache locations under ~/.cache/dash/${hash_of_app_directory}/ on Linux or the appdata folder on Windows. Done means background callbacks work without additional setup using the default manager.
