Description

Hooks takes a long time to run (~1minute) on every commit, we could run the linting on the files that are committed/changed only to save time.

Research direction

No files, tests, or hook entry points are named in the issue. Start by locating the repository's hook and lint configuration, then determine how changed or committed files are identified. Done means linting runs only for those files and avoids the current roughly one-minute run on every commit.
