include all core version bumps in changelog

Description
I went looking for "what dash version was dash-table 4.4 released with" and I could only find it by hunting through the history of requires-install.txt. Seems like these bumps belong in the changelog.
Ideally I'd like to back-fill this info at least to v1.0, then if these version bumps are part of the release process, we should update that process to include adding changelog entries for these bumps.
