Description
For interrupted downloads, it'd be nice to be able to download from where the last request failed, using "If-Range".

Research direction
Start with RFC 7233 and trace the HTTP download request handling in play-ws to find the relevant entry point. Define how interrupted downloads use Range and If-Range, then verify that a resumed download completes correctly and that the existing download behavior remains intact.
