Description
It would be great to be able to mark certain slots to enable streaming if available.
Possible consider adding stream flag to SoundSlot. Which by default is false.
Every time play is called, it will check if asset it is loaded. If it is loaded, it ignores streaming. If asset is not loaded it will start streaming it.
It should handle well cases where asset gets loaded eventually, as streaming for every time it plays audio, it re-downloads data, and not caches it (that is the way browsers work).

Research direction
Start by locating SoundComponent and SoundSlot, then trace the play path described in the issue. Check how asset-loaded state is handled before playback. Done means a default-false stream option enables streaming only when the asset is not loaded, while avoiding repeated downloads after the asset becomes available.
