When entering a tag without pressing enter, it's not obvious that the tag hasn't been set

Research direction
Reproduce the tag-entry flow shown in the attached capture by adding a tag to an entity in the editor. Inspect the relevant frontend UI entry point to determine how the pending tag is presented before Enter is pressed. Done means the interface makes it clear whether the tag has been created and what action is required.
