Description

The current miner restriction with AuthorizedMinersState is very simple. it just checks if the miner of the next block is one of the certified miners, and raises an exception if not.

Because the hash power of checkpoints that these authorized miners have to compete against is inevitably lower than in other general situations, it can be mined more slowly than regular blocks.
