Add a Contributor Ladder to the PipeCD community documentation that clearly outlines contributor roles, expectations, and paths for progression (e.g., contributor → reviewer → maintainer).

Why is this needed

A contributor ladder helps new and existing contributors understand:

  • What responsibilities come with each role
