Description
What would you like to be added: I noticed PipeCD release notes don’t currently highlight contributors.
Other CNCF projects use automation (like release-drafter) to shout out contributors in every release, which helps with motivation and community growth.
I’m happy to prototype this with a small config so maintainers don’t have extra manual work.

Why is this needed:
Contributor guide
First steps
- Read the whole issue, then the project's contributing guide.
- Comment on the issue to say you are picking it up — it saves two people doing the same work.
- Fork the repository and make your change on a branch.
- Open a pull request that references the issue number.
Research direction
No file or test is named. Start by reviewing how PipeCD currently produces release notes and the release-drafter-style automation proposed in the issue; done means contributor highlights appear automatically in every release without manual maintainer work.
Written by the indexing model from the issue text.
