Feature Request
Currently, we must provide a configuration file scale-out.yaml to scale our cluster, it's better to support scale instance via command line instead of the configuration file.
e.g:
$ tiup cluster scale-out <cluster-name> --type tidb --host 1.2.3.4 --port 4000 --status-port 10081 --config a.b.c=x --config a.b.d=y
