Describe the feature you'd like:
DM needs to know grafana address to set up the WebUI. Currently , it need user to input the address, which is not user-friendly. TiUP can help send the info to DM during deployment action.
DM already provide the API for it : https://github.com/pingcap/tiflow/pull/5088
Expect action :
Send grafana info to DM , during the following action :deploy/scale-out/scale-in/reload
