Description
Enhancement
In tiflash_compute mode, no need to run proxy, but we still need key_manager to do encryption for local cache.
Need to implement key_manager using rust ffi. So we can use it without starting proxy.

Research direction
Start by tracing how key_manager is currently accessed through the proxy in tiflash_compute mode, then locate the Rust FFI boundary and local-cache encryption path. Done means key_manager can provide encryption for the local cache in tiflash_compute mode without starting the proxy; the issue names no files or tests.
